Spain's 2026 Tax Control Plan targets card terminal payments, cash and dual-use software
Spain's Tax Agency wants monthly data on card and mobile payments and will watch cash and dual-use software. What it means for a self-service laundromat.
What happened
On 12 March, Spain's Tax Agency published in the Official State Gazette the guidelines of its 2026 Annual Tax and Customs Control Plan. Expansión highlights that the Agency wants monthly data on card terminal payments and payments linked to mobile numbers, such as Bizum, and will step up its use of artificial intelligence.
El País focuses on real estate, seasonal rentals and holiday flats, another top priority of the plan.
Among the actions against the shadow economy, the guidelines single out taxpayers who use cash intensively and those who “may use computer tools (dual-use software) capable of being used to hide sales”.
What it means for your laundromat
Our reading: a cash-heavy business, such as a laundromat with coin acceptors, fits the profile the plan describes. It doesn't mean you'll be inspected, but it does mean that tracing every payment is worth more than ever.
The Tax Agency already knows your card payments. What you need to justify is the coin share, with one record per transaction. We cover it in how to move to cashless payments.
