E-invoicing

Spain approves mandatory e-invoicing between businesses and professionals

Royal Decree 238/2026 makes e-invoicing mandatory between businesses in Spain. Deadlines, exchange options and what it means for a laundromat with B2B customers.

What happened

On 24 March 2026, Spain's Council of Ministers approved the royal decree that makes e-invoicing mandatory for transactions between businesses and professionals. According to El País, the goal is to reduce late payment, speed up collections and payments and improve the competitiveness of small businesses.

Businesses will be able to exchange invoices through interconnected private platforms or the Tax Agency's free public solution. The rule was published in the Official State Gazette on 31 March as Royal Decree 238/2026.

Roll-out is staggered: 12 months for businesses with revenue above € 8 million and 24 months for everyone else, counted from when the ministerial order for the public solution takes effect. The draft order published by the Ministry of Finance in April expects it to take effect on 1 October 2026.

What it means for your laundromat

Our reading: for a self-service laundromat, the change affects invoices to hotels, holiday rentals or gyms, not your private customers' receipts. If the order takes effect as the draft expects, a small business would have until 1 October 2028.

Don't confuse this obligation with VeriFactu: they are two separate rules your system will have to meet at the same time. We explain it in what mandatory e-invoicing changes.
